* contrib/hbformat/hbfmtcls.prg
    + added TOFIX

  * INSTALL
    + added http://sourceforge.net/projects/mingwbuilds/ as 
      recommended source for mingw builds (both 32 and 64 bit)
      Be aware that these are not QT-compatible (as of now), 
      but they seem to be much faster at compile time.

  * tests/tscmdarg.c
    * formatting
