* INSTALL
    + Added NOTE for Borland C++ users how to setup their 
      compiler. This is repetition of Borland readme content
      which seemingly nobody reads and do this day many users 
      get wrong. I'm not sure if these same users will read 
      INSTALL, but let's give it a try.

    ! Fixed my timezone since last weekend.
