Experimental, not well tested and it may need extensions to handle
all possible CPs and cases on *nix systems.
MS-DOS and OS/2 support are missing.
Autodetection will now be used instead of generic assumptions
and defaults stored in translation files.
+ enabled UTF8EX HVM CP on remaining (non-*nix) platforms.
