* harbour/makefile.bc
  * harbour/makefile.vc
    * added cross-compilation capabilities by means of HB and PPGEN
      environment variables. You can set them to fully qualified paths
      to harbour.exe and ppgen.exe respectivly, to allow cross-compiling.
    * minor cleanups and formatting
